Abstract: The purpose of this paper is to update the information on net food importing countries, using different definitions of food, separating countries by their level of income, whether they are in conflict and whether they are significant oil exporters. The study also estimates the changes in net food importing status of these countries over the last two and a half decades, and, most important, the study measures the relative importance of these net food imports in the import basket of the countries. Our results show that while many low-income countries are net food importers, the importance and potential impact of the net food importing status has been highly exaggerated. Many low-income countries that have larger food deficits are either oil exporters or countries in conflict. Food deficits of most low-income countries are not that significant as a percentage of their imports. Our results also show that only 6 low-income countries have food deficits that are more than 10 percent of their imports. Last two decades have seen a significant improvement in the food trade balances of low-income developing countries. SSA low-income countries are an exception to this trend. On the other hand, there are a group of countries which are experiencing civil conflicts which are large importers of food, and these countries can not meet their basic needs. They also need special assistance in the distribution of food within their boundaries. Therefore, one should modify the WTO Ministerial Declaration, and focus on these conflict countries rather than the broad net food importers.

Williamson (2008): Exchange Rate Economics

Williamson, John (2008): Exchange Rate Economics. Peterson Institute for International Economics, Working Papers No. 08-3.

In his latest working paper, John Williamson summarizes the current theory of how a floating exchange rate is determined, dividing the subject into what determines the steady state and what determines the transition to steady state. He examines the inadequacies of this model, and an alternative "behavioral" model, which recognizes that the foreign exchange market is populated by both fundamentalists and chartists, is presented.

Williamson argues that the main importance of understanding the foreign exchange market for development strategy is to permit a correct appraisal of the dangers of Dutch disease. Empirically it seems that from the standpoint of promoting development it is preferable to have a mildly undervalued rate. Williamson concludes the working paper by examining implications for exchange rate regimes.

Absract: Mainstream economics has changed radically since the 1980s, offering greatly enhanced opportunities for intervention by evolutionary and institutional economics. This article surveys the extent of this transformation and the extent that mainstream economics has moved in an evolutionary and institutional direction. There are also signs of a possible gestalt shift in the social sciences, where rules are seen as constitutive of social relations and social reality. This contrasts with the former emphasis in mainstream economics on incremental change and equilibria. On the other hand, mainstream economics has a preoccupation with technique over substance, and the barriers between disciplines impair appropriate conceptual developments.

Nobel Prize economist Milton Friedman dead
SAN FRANCISCO (CNN) -- Nobel Prize-winning economist Milton Friedman died Thursday at the age of 94, according to a spokesman for the Milton and Rose Friedman Foundation. Spokesman Robert Fanger did not know the cause of death. Friedman won the Nobel in 1976 for "his achievements in the fields of consumption analysis, monetary history and theory and for his demonstration of the complexity of stabilization policy," according to the Nobel Prize Web site.

Nobel Ödüllü İktisatçı Schelling İle Söyleşi

An interview with Thomas C. Schelling: Interpretation of game theory and the checkerboard model

This note is mainly based on a short interview with Thomas C. Schelling (TCS), who shared the Nobel Prize with Robert J. Aumann in 2005. The interview took place on 06.03.2001 at University of Maryland, College Park, USA. It consists of two parts. The first part is about his interpretation of game theory, particularly about the use of game- theoretic models in explaining the origin and maintenance of conventions, and norms. The second part is on the origin of Schelling?s influential checkerboard model of residential segregation, particularly about his approach to modeling social phenomena exemplified by this model. The note ends with some concluding remarks.

Alesina & Spolaore: "The Size of Nations"


Alberto Alesina and Enrico Spolaore (2003): The Size of Nations. The MIT Press.
Alesina and Spolaore use the tools of economic analysis to examine the formation and change of political borders. They argue that while these issues have always been at the core of historical analysis, international economists have tended to regard the size of a country as "exogenous," or no more subject to explanation than the location of a mountain range or the course of a river. The authors consider a country's borders to be subject to the same analysis as any other man-made institution. In The Size of Nations, they argue that the optimal size of a country is determined by a cost-benefit trade-off between the benefits of size and the costs of heterogeneity. In a large country, per capita costs may be low, but the heterogeneous preferences of a large population make it hard to deliver services and formulate policy. Smaller countries may find it easier to respond to citizen preferences in a democratic way.

Omerod: "Butterfly Economics"


Paul Omerod (2001): Butterfly Economics: A New General Theory of Social and Economic Behavior. Philadelphia, PA: Basic Books.
Paul Ormerod, author of The Death of Economics (1994), offers a different idea: "In the current state of scientific knowledge, it is simply not possible to carry out forecasts which are systematically accurate over a period of time." The title Butterfly Economics comes from the idea in chaos theory that a butterfly flapping its wings here could cause a hurricane on the other side of the world. It's not that chaos is guaranteed in economics; it's just that we never know when it'll occur, or what will cause it. "Small changes can have big consequences, and vice versa," Ormerod notes. His arguments range far afield. He talks about crime and family structure, biology, fashion, and many other topics seemingly unrelated to economics. But it comes down to this: No matter how you analyze it, human behavior is surprisingly random. And no economic model can account for all of it at any given time.

"Religion in Macroeconomics: A Quantitative Analysis of Weber's Thesis"
Abstract: Max Weber in 1905 claimed that Protestantism, and more specifically Calvinism, facilitated the rise of modern capitalism. This paper assesses the quantitative plausibility of his hypothesis by introducing religious beliefs into a dynamic general equilibrium model of development and growth. Through counterfactual exercises, the paper investigates whether differences between Catholics and Protestants can account for long delays in the start of industrialization. The main ?nding is that they cannot. Differences in religions that primarily affect capital accumulation and work effort account for only a 35-year delay in the start of industrialization.
